The Federal Revenue Service has published Ordinance RFB No. 583/2025, introducing new measures to reinforce efforts against crimes and fraud in import operations, with a focus on fraudulent intermediation (the concealment of the true parties responsible for transactions).
The regulation — previewed during the announcement of Operation Carbon Chain — outlines coordinated actions with security agencies, tightens regulations for the fuel sector, and strengthens oversight of goods that are sensitive to both the economy and national security.
Key highlights include:
A focus on combating tax and customs-related crimes;
Stricter rules and enhanced controls for the authorization and monitoring of fuel and petroleum product imports;
Coordination with customs authorities and the use of law enforcement support;
Overt operations to gather evidence will be conducted with participation from specialized teams within the General Coordination for Combating Smuggling and Embezzlement (Corep).
Companies with a strong track record of tax compliance will continue to benefit from simplified import procedures.
